Chairman of the Rebuild Japan Initiative Foundation, Dr Yoichi Funabashi, wrote an article for the Yale Global Online, a publication of the Whitney and Betty MacMillan Center for International and Area Studies at Yale University. Dr Funabashi suggests that the Japan Coast Guard’s success at managing tensions in the East China Sea can offer lessons for maintaining peace and the rule of law in the South China Sea. He concludes that Japan’s capacity-building assistance to ASEAN countries should be centered on what he calls “global civilian power” rather than military technology and equipment.
