The 10-Year Investigation Commission on the Fukushima Nuclear Accident publishes final report on lessons learned since the disaster


Asia Pacific Initiative (API) published “The 10-year Investigation Commission on the Fukushima Nuclear Accident: Final Report” (Japanese) on February 19, 2021.

Why did we produce this report?
Following the Fukushima Daiichi nuclear accident in 2011, Rebuild Japan Initiative (later Asia Pacific Initiative) set up the Independent Investigation Commission on the Fukushima Nuclear Accident to investigate the crisis and the structural background that allowed it to happen, publishing its report in 2012 (English version in 2014).

In 2019, API formed the 10-Year Investigation Commission on the Fukushima Nuclear Accident to once again face this crisis, review the issues and lessons raised in 2012, and examine to what extent Japan has or has not learned its lessons from the crisis.

The 2012 report concluded with the words that the Fukushima tragedy is “not to be forgotten.” Constantly examining and learning from tragic events, accidents, and events in human society is the most sincere way to “not forget.” Re-establishing an independent investigation team to look into “Fukushima ten years on” is a part of exactly that exercise.

The report will be translated and made available in English later this year.

Written by 8 experts based on interviews with those involved
The commission interviewed 37 people who were involved in the disaster or are still involved in the issue today, including people from TEPCO, the Nuclear Regulation Authority, the Self-Defense Forces, and lawmakers. Based on these interviews, eight experts contributed to examining and analyzing the situation.
