Under the theme of “crisis response in Japan viewed from abroad”, Dr. Jaczko gave a keynote speech on crisis management and leadership at a time of crisis based on his own experience during the Fukushima Daiichi accident.

In this session, the panelists discussed the challenges that Japan is currently confronted from the view point of crisis management, looking back the past three years since the Great East Japan Earthquake.

Firstly, Dr. Kitazawa, the Chairman of the Investigation Commission, referring to the lessons learnt and the remained challenges of the accident, and stated that “it is of critical importance not to discard them as “cultural problem” but to consolidate personnel and legal system.”

Speaker: Mr. Takeshi Niinami (CEO & Representative Director, Lawson, Inc.)

Mr. Takeshi Niinami, CEO & Representative Director, Lawson, Inc. has delivered his keynote speech on exercising leadership during a crisis, based on the experience of the Great East Japan Earthquake, in which many of the Lawson stores along the Sanriku coastline were washed away by the subsequent tsunami. By reference to those actual cases, he shared with the audience how he prioritized and acted in such exigencies as a chairman, and described the leadership in time of crisis. (Read more)

In this session moderated by Dr. Yoichi Funabashi of the RJIF, Mr. Takeshi Niinami and Mr. Lee Howell mainly discussed what constitutes the exemplary leadership and how to build them through education and trainings.

In the last session of the day, specific examples of crisis response from the on-site operational perspectives, practical crisis consciousness and local risk management were discussed. To start off the session, three panelists, Mr. Yoshiki Hiruma, Mr. Daisuke Asano and Mr. Akihisa Shiozaki, conducted fifteen-minute presentation for each. Mr. Hiruma focused on the definition of “risk”, followed by Mr. Asano addressing weaknesses and challenges of Japan’s “governance” at a crisis from the perspectives of the government. Lastly, Mr. Shiozaki stated the importance of role of “leadership” at the time of crisis.

 

Outline

In the commemoration 3rd anniversary of the Great East Japan Earthquake, RJIF and UTokyo Policy Alternatives Research Institute co-hosted an international symposium focusing on risk, governance and leadership on March 11, 2014 at the University of Tokyo. More than three hundred people including former prime minister Naoto Kan attended the symposium. Moderated by Ms. Yumiko Ono, Managing Editor of The Wall Street Journal’s Japan edition online, this symposium contained two keynote speeches by Dr. Gregory Jaczko, former Chairman of the U.S. Nuclear Regulatory Commission (NRC) and Mr. Takeshi Niinami, Chief Executive Officer and Representative Director of Lawson Inc. followed by three panel discussions: “How Japan Responds to Crisis” ;  “Uncertainty and Business” ; “Risk Awareness in Business Practice”. At the symposium, the audience took part in the panel sessions through answering the questions from the panelists. The symposium was covered by both Japanese and foreign media including TV, newspaper and magazine.

Nearly three years have passed since a major earthquake of unprecedented magnitude struck the eastern part of Japan. To what extent has the Japanese crisis management system evolved since then in addressing the nation’s vulnerability revealed as the outcome of its immediate response to seismic disaster and nuclear accident? A growing concern contingent to the rapid development of globalization is that the impact of an incident occurring remotely at the far end of the planet can now immediately ripple and may lead to a devastating situation worldwide. By reviewing and redefining the global risks, we will not only be able to prepare better to mitigate the damages and losses, should such risk becomes a reality, but will also be able to leverage the efforts to prevent such risks in corporate activities to create new opportunities for innovation and business growth. For this symposium, we have invited Dr. Gregory Jaczko, former Chairman of the U.S. Nuclear Regulatory Commission (NRC) and Mr. Takeshi Niinami, Chief Exective Officer and Representative Director of Lawson Inc. as keynote speakers, and Mr. Lee Howell, Director of World Economic Forum (WEF) as a special guest from abroad, to hear their insightful views about “Risk, Governance, Leadership” from multilateral perspectives. The panel discussions joined also by a number of prominent figures representing the public, private and academic circles will be exchanging opinions on themes ranging from “Crisis response in Japan” at the national level to “How to link risk management and governance to business”. We look forward to welcoming you all to this symposium, which we hope will be a worthwhile occasion for the audience in raising their awareness on “how each one of us should act when a crisis occurs”.
