API Senior Research Fellow OYA Shin featured in Atlantic Council webinar on “Enhancing US-Japan Cooperation on Global Supply Chains”

API Senior Research Fellow OYA Shin participated as a panelist in a webinar entitled “Enhancing US-Japan Cooperation on Global Supply Chains”. The webinar was organized by the Atlantic Council on March 30, 2021.

It discussed how Japan and the US can deepen cooperation on global supply chains following the Biden administration’s issuance of the Executive Order on America’s supply chains in February 2021.

During the discussion, the panelists argued that:

  • It is targeted decoupling, not complete decoupling, that the US intends to pursue amid rising Sino-US tensions. We should not expand the concept of national security blindly nor fall into protectionism.
  • It will be important for a couple of key countries, including Japan and the US, to coordinate, particularly in the procurement of semi-conductors and rare earth metals and the export controls of manufacturing equipment for microchips. We will need to undertake not only “defensive” measures but also “proactive” measures such as standardization, R&D and investment.
  • During such steps, it will be important for the US government not to make decisions and enforce them unilaterally, but to carry out prior coordination with like-minded countries and cooperate with the private sector.
